Yes a paypal gift can be charged back, and how would you know if he sent? because your balance will indicated that you have recieved it.

A gift can not be charged back by the user

But paypal will charge it back if:

the account was hacked

Ye it can be chargebacked. But the user must call paypal, tell his side of the story and ask them to open up a dispute.
It's quite possible he is successful if he has a serious acc without much previous chargebacks...and he sounds convincing.

It means extra effort for the scammer...but if the stakes are high enough...dont use paypal.
