Yes, BUT I do believe the flood control should be extremely high and ONLY the leader should have access to this feature. Just to keep this feature from being abused.

Just to keep this feature from being abused.

I can't see anything wrong with that. I also don't see anything wrong with raising the cost to create a clan with this feature included.
