I think you have to be in your main town cause when im in my main town I see that I can kill if I want.

Just go through all the towns systematically, he has to be in one of them. There are like 10-15 towns, so just start with 10 forest fights and go through them all. Really not that hard.

Don't have to be in your main. Just spend 1 life going to every single town.
You WILL find him. He is ALWAYS at a town.
