is it possbile that when i recieve $, can sender get the money back later ? like he will write some bs to paypal and he will get money back and basically scam me ?

Yes, it can happen and be done by either calling your credit card company/paypal office and telling them to dispute a transaction, or dispute a transaction by yourself in resolution center. _________________ This user's signature has been disabled
Anyone can chargeback via paypal or via credit card company.
The only situation where chargeback won't works, will be when you sent a paypal gift with your current paypal balance, no credit card used for pay.
When i was accepting paypal i was using teamviewer to check the origin of the payement, the last 13 days of incoming at the account etc. _____________________

paypal doesnt support virtual items so they wont allow chargeback
I heard that both account can be disabled for it.
If you overused the "Gift" option, PayPal does get a little suspicious, but I've never heard of accounts being disabled. _________________ This user's signature has been disabled
