How do you make a Moneybooker account?

I try to register myself; it says that the email is already registered.
I then try to login; password is wrong.
I then try to recover password; it says the email is not registered with Moneybookers.
I then try to register with new email; but it says that the personal information is equal to my previous email-account, and I am now allowed to have more than one account on the site.

I am confused.
Paypal balance is negative after a chargeback scam, so using that for transfering is not an option :/

TL;DR:
Email already registered. Email is not registered.

I have an account from awhile back. Seems U.S. is not supported anymore. I don't know where you live though.

Just found out that IL (the state) isn't allowed on Moneybookers, wtf?! Are the other 49 states all working with it?!
