Everytime I try to create an account, it says "im sry we cannot help you make an account at this time"

Or error , ive turned off adblock everything and still it wont let me make an account + when its asking for my phone number even when i type it in, it says "The phone number you typed in cant recived messages" which it clearly can.... is the site broken ?

Plz help me
