that is a good question.

as far as avatar, i know the max dimentions are 110x110

but for sig dimentions or file size on both, i havent seen it posted anywhere as to the allowable limit.

Sig/Ava Rules:

- Dont use racism, sexism or pornography signatures or avatar
- The maximum size is 400x150 pixels for signatures, 100x100 pixels for Avatards. If you are wearing a signature/avatar bigger than this, it may be removed
- You can put only 2 Pictures in your signatures and text. The second images have to be a small banner

That's huge.
I'd make the limit a little smaller, such as 100x100, or 90x90.
