Is there a place to tone it or how do you improve it?

and also whats the gym for it will never let me use it?

The gym is a bit more complicated ~ but you see: You lose something in favor of something else ~ so if you do not have sufficient [something] you cannot use it to gain [something]. That and there's probably an implecit DK req / charm req.
