My vote goes to Italians 
They always joined war when it was almost over with a little army and they always got some reward for it. They hardly beaten 10x smaller armys

Well can you provide some evidence? |
Italian soldiers, badly trained and poorly led. I recall reading about an anglo-italian scrap in the Western Desert where a whole unit surrendered to ONE british soldier. Italian officers were good for posturing, and little else

i'd have to say that japan had a good idea, but executed it wrong in pearl harbor.
They had won with their attacks, had they had more inelegance and the right location and when to bomb/attack.
The battleships were not at port.

No such a thing as worst soldiers, they are all on same level just some have better support from Government in terms of technology and accessibility. But again even when you have top technology, training etc, it doesn't mean you will win one war or other. Perfect examples of that would be:
USA vs Vietnam
Russia vs Chechnya ( even thought Russia won it took them 5 long years to take over that small region)
Soviets vs Afghanistan
(medieval)
Turks vs Ukrainian Kozaks
Polish vs Ukrainian Kozaks
Russia vs Ukrainian Kozaks
Netherlands vs Holy Roman Empire
Portugal vs Spain
(bc)
Romans vs German barbarians
Persia vs Sicily
and many more.

I don't really understand how killing 10k military+20-30k Civilians is a good idea
war is never a good idea, look what happened to World Economy when Usa went into Iraq
back in 2007 the oil they took from Iraq , cost American Government 13% more then Russians/Canadian/Norwegian Price. Now we all face default economy situation.
