You need to beat your master before you can go to the next level.

yes, everytime you gain enough experience to advance to next lvl have to defeat your master to advance to next lvl

if you just fight without fighting the master yourself, he will find you to battle him, which is better for gold farming
but for leveling its better to meet him asap when you got enough exp for next level
