so in my short time here i've seen people scamming, getting banned but unlocked/unbanned weeks after.
now my question is, why the fuck does that happen?
to name a few examples of people who got unbanned after scamming and then got banned again for...scamming again

He scammed long time ago but he scam was repaid and he was not allowed to trade again in the t & s section and then he traded again and the trade failed.
For this he got banned and locked again.

vermin was banned once and was allowed to come back under the condition that he repayed his scam. He floundered around and wasted the staffs time and never repaid so he was rebanned and sent away.
Pinko is a difficult case, a member repaid his scam for him so he was allowed to come back, but he couldnt resist scamming so he is gone. NEVER TO RETURN (if he does, i am gone).
As for sunshine, i dont think that the accuser had enough proof. Not entirely up to date on teh sunshine case.
But the rules are if you repay your scam you may return. because your willing to make amends for your blunder. Of course you may have restrictions placed on you when you return. We believe in second chances. if your willing to repay your scam you can have a second chance. Do it again and your gone.

So pretty much..
We have a rule or a way of going about things.
If you repay your scam then we give you another chance.
Pinko had his dept repayed so we gave him another chance. Unfortunately he is a true scammer and is now banned forever.
Sunshine.. I guess he repayed
and VerMiN he is back and locked until he can pay off his dept.
We watch all these users closely and try to give them the benefit of the doubt.
Everyone deserves a second chance, right??
That doesn;t mean go and scam because it kills your reputation and makes it hard for anyone to trust you.

It's much better to keep scammer's main account alive so moderators can control him. Some users might be confused that scammers get a second chance, but if they didn't, they would make another multi and scam again. Usally after scammer repays his debt, he will probably never scam again.
Furthermore, person who got scammed will be very happy because his or her losses will be repaired. It's a very good deal for everyone!
Scammer gets a second chance,
Scammed person has his money back,
Next users are not being scammed!
Simple as that.

Not always, because person who repays his debt doesn't want to loose his account again. Hopefuly he will simply find it not worth it. Beside of that, users and moderators keep an eye on him, so chances to make a good scam are cut down.
Otherwise, when a scammer is banned, he can find stealing profitable and try to make another multi and scam again.
In my opinion the most important point is that scam victims get their losses repayed.
