As i have readen on paypal official site, chargeback is only possible as long as the transfer isnt done.
So what time is it? Or maybe i made a mistake and missunderstood?
Or is there a way to trade safely via paypal, like if i wait 1 hour he wont be able to chargeback so i can transfer my fg.

Not true, user has a month to file a charge back. After that it's gone unless of course the user wants to elevate the cash back to involve the correct authorities.

If the account was legitimately hacked and the real owner didn't send the money or something similar I'm sure they could escalate the case (either through their credit card company or court case).
