Me is confused!!!

well Im level 53 and Im on the 8th Q in A1. I cant do the next quests without being 54... But I cant do Zk runs cause Im not in A2.... How do I level?

someone with the quest unlocked has to make the game and then you join their party

Yeah, there's a level requirement if you join a public game even though you completed that quest.
