Disable multi's

I think it more worthy to disable multi's so that the chance for scammers to come back and do the shit they did all over on a new account stops.

If someone scammed and later wants to repay he can get that chance on his own account, but if scammers just make a new account and go do the same with only the intension to scam they just should be instant disabled so the site can be safer for the legit traders

If we are confident it's a multi of a scammer, we'll ban em usually.
